The members of ITEM are called to a warehouse to stop a weapons deal but they end up being attacked by a bunch of robots. Shizuri and her cohorts destroy the robots but they are not sure what's going on, and unbeknownst to them a group of scientists are gathering data from the battle.
The next morning, Mikoto, Kuroko, Ruiko, Kazari and Haruue visit Bani at the hospital. Bani is almost ready to be discharged, and Haruue is going to move out of Kazari's apartment to live with Bani. Kazari has already arranged the moving logistics and so Mikoto and friends don't need to help. Haruue stays for longer to chat with Bani while Mikoto and the others leave, and then Kuroko and Kazari go on Judgment assignment to guard the city science fair.
Vigilantism is one of the most obvious uses for esper abilities.
On a street somewhere in the city, Mitsuko stops a purse snatcher by launching a garbage can into his backside, but some guy with glasses appears out of nowhere to lecture her on the errors of using abilities for vigilantism. Mitsuko's friends Kinuho and Maaya comes to her defense but the glasses guy quickly disappears after the girls turn away from him.
Time for a goodbye party... to send you two off the show.
Kazari finishes her Judgment job and bumps into Ruiko on her way home. Ruiko asks if Kazari is feeling okay about Haruue moving out, and Kazari said that this is the best for everyone, and they'll see Haruue and Bani in school soon enough. The next day, Bani is discharged from the hospital, and to celebrate Kazari has arranged for everybody to eat cake at her favorite shop. Unfortunately, Kuroko gets a call from Konori requesting help to guide traffic at an area where the traffic signals went out. Kuroko and Kazari go do their Judgment jobs, which leaves only Mikoto and Ruiko to eat cake with Haruue and Bani. Kuroko and Kazari are tied up by the job and takes a while to return to the cake shop. By that time, Bani had already left to walk around. Kazari made Kuroko take a detour so Kazari can buy some taiyaki for Haruue. The other girls are puzzled at first, but Haruue is brought to tears because Kazari had also bought taiyaki for her when she first moved in. Haruue thanks Kazari for taking care of her, and she promises to take care of Bani. Haruue hugs Kazari, and Kazari can't hold back the tears and the two cry together while the others watch with a smile on their faces.
It'd be strange if they didn't cry.
They keep Ruiko around because she has a bunch of useful miscellaneous skills such as knowing how to talk to little kids.
Afterwards, Mikoto, Kuroko, Ruiko and Kazari walk together and they take a shortcut suggested by Ruiko. The girls pass by a park and Mikoto spots a young girl with long blond hair and a black Gothic lolita dress sleeping on a bed of flowers. Mikoto and friends check on the girl and they learn the girl's name is Febli, and for some reason Febli knows Mikoto's name.
A familiar face returns?
In some secret lab somewhere, the scientists including the guy who lectured Mitsuko are ready to show proceed with their plan to oppose Academy's City's focus on espers, and a familiar-looking girl is also in the group.
The new anime-original story arc starts this week, but most of the episode was focused on getting Haruue and Bani out of the picture. Kazari's "awkwardness" when talking about Haruue last episode was because Haruue was moving away to live with Bani, and Kazari is both happy and sad about the fact: happy that Bani has recovered and Haruue can live with her, but sad that Haruue is moving out. Given that the OP sequence shows nothing of Bani and Haruue, they won't be playing much of a part in this new story arc so this episode effectively takes them out of the picture. They'll probably show up (like Haruue will appear next episode) but probably won't do anything important.
Regarding the new story arc, this episode introduced the bad guys, a group of smug-looking scientists who have something against Academy City's policy of developing esper abilities. One of the guys also likes to randomly lecturing people on the streets about using their abilities to vigilantism. He managed to lecture Mitsuko, but imagine if he tried to do that to Mikoto... he'll probably have a very electrifying experience. The scientists seem to have a bunch of green robots in their disposal, but they'll have to do better than that to pose a threat to Mikoto or Academy City. It seems like Shinobu Nunotaba is part of the scientist group. We haven't seen Shinobu since she was taken away by Saiai and her henchmen, and we'll have to see what she's up to now.
The other important character that was introduced was Febli, the little girl who for some reason knows Mikoto's name. Febli will obviously play a major role in the story arc, and looks like she'll be hanging out with Mikoto and friends for a quite a bit.
